Chatham, as part of Medway Unitary Authority, is the largest growth and regeneration project within Thames Gateway. It has a population of 300,000 and has received £1 billion transformational funding to date. 30,000 new homes are being delivered representing an increase of 75,000 inhabitants. A Naval museum has been established; 12,000 students from three universities share a campus and policy focuses on later life and dementia. 

Chatham Waters is already a thriving waterfront development. It offers housing, recreation, restaurants and a superstore. The opportunity to establish a modern care home into the new community adds a further dimension of infrastructure and the proposal for a 75 bed care home was welcomed by both Peel Developments, the Local Authority and NHS.
